The Welsh Government manages the Rural Development Supply Chain Exploitation (RDSCE) initiative of which the SCE project is an activity. Principality Consulting won the competitive tender for the Evaluation and Monitoring of the Welsh Timber Forum’s Wood Fuel Supply Chain project – focussed on the objective of sharing best practice and creating a knowledge base for initiatives of this nature by documenting the lessons learnt through implementation.
The brief for the Welsh Government RDSCE included:
The European Union Directorate General for Agricultural and Rural Development is the source of funding for the RDSCE and Principality overlaid the Welsh Government requirements with the Rural Development Monitoring & Evaluation Guidelines 2007-13 and adopted the Common Monitoring and Evaluation Framework (CMEF) guidance to reinforce a more strategic approach to meeting three over-arching objectives:
The final solution met the required outputs of all stakeholders – the Welsh Timber Forum, the RDSCE and the CMEF.

A reporting system was developed to facilitate a review of the objectives, defining the requirements for data collection and monitoring system and review against targets and milestones; plus quantify accrued benefits.
Process evaluation included comment on implementation as planned, variations of cost and resource, accountability, leadership and the lessons learnt through implementation.
Outcome evaluation quantified the benefits achieved, unintended consequences and options for continuing beyond current funding captured in a 20 page report with an Executive Summary that addressed the requirements for sharing best practice and creating a knowledge base for initiatives of this nature.
